摘　　要：在国际金融危机趋向长期化和中国经济震荡中前行的背景下，2013年的中国宏观经济政策布局呈现了一系列值得注意的变化：由以往单纯致力于发挥逆周期调节作用而同时指向于发挥逆周期调节和推动结构调整两个方面作用；由以往致力于单一目标、双重目标和三重目标而同时指向于稳增长、调结构、控物价和防风险四重目标。从而，不得不在双重作用、多重目标之间徘徊。不仅宏观调控空间变窄，而且目标排序或作力重点难免摇摆不定。故而，在“积极稳健配”的宏观经济政策格局中，稳健货币政策的作用受到牵制，积极财政政策将作为主力部队而扮演“主攻手”——通过增赤、减税和扩支等三个支点实施扩张性操作，并且将扩张性操作的重心放在“营改增”的推进上。

　　As international financial crisis tends to last long and China economy advances in fluctuation, there exist remarkable changes in China macro economic policy placement in 2013. The policy aims to play the roles of both opposite-periodic adjustment and structural adjustment rather than only emphasize on opposite-periodic adjustment. The policy should pay more attention to the quadruple objectives of maintaining steady growth, adjusting structure, controlling prices and guarding against risks rather than emphasize on single, dual and triple objectives. Before this, the policy always hovered between dual and multiple objectives which narrowed the macro-control space and made it hard to determine objective priority and focus. Therefore, in the macro-economic policy situation of ＂pro-active fiscal policy and sound monetary policy＂, the function of sound monetary policy will get constrained, and pro-active fiscal policy will be the ＂principle force＂ which will adopt expansive operation by means of increasing deficit, reducing taxes and expanding spending while expansive operation mainly focuses on the promotion of ＂turning business tax into value added tax＂.
